Some have complained that there seems to be a double standard at work, where those who are confidently believed to be suicide bombers, on the basis of direct evidence, are safely arrested, while those who are merely suspected are chased down and shot dead. The truth is simpler—red tape is holding up some of the necessary double-0 numbers.
