One of the rules of driving on a narrow mountain road is that the vehicle coming down the mountain has right of way over the vehicle going up. You may hear different excuses for this rule, but its real reason is, of course, that the mountain is only so big. If cars going up had priority, the mountain might become full and nobody would go anywhere. Countries apply the same rule to their citizens; strength depends on population, the lower the better. A democracy freely allows its people to leave, but each potential immigrant needs permission.
