Where would you build a city? For transportation, you want to be near water. But for seismic safety, not near a tectonic plate edge like Tokyo. For flood safety, not low-lying like Manhattan and most port cities. Checking the maps, I find that the optimal city is Sao Paulo. All it needs is a bit of work to make the river navigable, which will be affordable once 10,000,000 people move there fleeing natural disasters.
