Rats desert a sinking ship, or symmetrically, the sinking ship deserts its rats. People desert a sinking ship too. If people flee later than rats, maybe they hope that effort will keep the ship afloat. Who is deserting Hong Kong?

I think the rats are the first to find their living spaces flooded.

I’m too far away to see it clearly, but I think one group fleeing Hong Kong is rich mainland Chinese who moved there for the security.
