Keeping Up with the Pace of Change by Counterflooding

Top leaders in a democracy, presidents and the like, tend to lose popularity over time as their policy mistakes become clear. The next administration brings opposing policy mistakes to keep the nation on an even keel. But minor leaders, parliamentarians, get less attention and may impart a list. They must not be allowed to capsize the ship. Well, experience helps, so give new legislators a few free years. But for every year in office beyond that, subtract one percent of their votes in the election.
