Transparency

Charge Donald Trump with a crime, and he’ll simply pardon himself. Allow me to propose a small change for all democracies. A leader elected to high office should be legally immune for the duration of their term, a common arrangement. When they leave office, they should automatically be charged with criminally inadequate record keeping under an archiving law made for the purpose, plus any other crimes they may have been reasonably or unreasonably accused of in office. If their records are good, they can disprove it all.

Only a mature democracy can do this, because the charges must be tried by a truly independent body with legitimate power to sanction. Also, the constitutional amendment will need a rule about when the archiving law can be changed.
