If, after years of sweat and debate, we succeed in enacting thoroughgoing reforms of laws, police, prosecutors, and courts, and their institutional connections, separately in each of 50 states, and push the realization of the reforms down into thousands of local jurisdictions, our arms will be too tired to pat ourselves on the back. But we will deserve congratulations for solving a good 2% of the underlying cultural problem.
