If you allocate resources, you want to know the full plan ahead of time so you can allocate efficiently. If you carry out a plan, you want to delay uncertain decisions, because as you continue, you learn more and can make better decisions. Project management means doing both, and resolving the tension; to do only one is fatal. That is why a legislature must never, never decide on budgets.
