There are three known ways to prevent war. In order of effectiveness:

1. Be friends. (Not always feasible.)
2. Annihilate your enemies ahead of time. (Makes new enemies.)
3. Achieve deterrence. (Requires understanding your enemies' goals and beliefs, which is fundamentally out of reach.)
