I’ve been unfair. The Dutch Agriculture Ministry’s cloning ban only covers the one company that did the work, Pharming Holding N.V., and Pharming immediately announced plans to move the research to the United States. The ban’s damage is as minuscule as its logic.

This is a textbook example of how government bureaucrats should respond when backed into a corner. Remember the rule:

All action is dangerous. If you must act, act meaninglessly.
