This Airborne Laser gadget sounds potentially revolutionary. Why are they only going to shoot it at ballistic missiles, which are militarily insignificant, and not at the high-value soft targets like the other side’s radar planes?

Revolutions are messy and expensive. Fund your enemy’s revolution, never your own.

Of course ballistic missiles are politically important. But they aren’t destructive enough to be militarily important, unless they’re carrying nonconventional warheads.
