If your project is big enough to succeed politically, it’s big enough to fail technically.

It’s the International Space Station’s Catch-22. To make it fly, NASA recruited as many supporters and stakeholders as possible. To keep all those constituents well-fed, the project was scaled up. Now it’s so complex that it can’t possibly go forward without problems and delays.
