New York City’s police commissioner Howard Safir hopes for approval
of a plan to store a DNA sample of every person arrested in the city.
“The innocents have nothing to fear,” he explains. “Innocent
persons are never arrested. I mean, from my point of view,
just being in New York is already an offense.”
