Italy’s classic problem was that the government changed faster than the weather. Under Berlusconi (more slippery than Dominique Strauss-Kahn) the problem was that the government was too stable. But today that’s all done with; now Italy’s worst problem is that it belongs to a broken union. Progress never stops!
