China’s government thrives on risk. They followed analogous plans for finance (currency manipulation), industry (rare earths), and territory (South China Sea): Push the situation around until it whirls out of control then keep kicking it so it falls down your way (spin control), while twisting the situation to blame others (spin control).

China is willing to convert one advantage to another in a flexible way, without necessarily planning the steps ahead of time, and the West is not.
