Way back in the before, when soldiers sacked the city they got paid twice,
once by their bosses and once involuntarily by their enemies. All they
had to do first was risk their lives. Today for the same thrill of
danger and profit you must become a double agent, which is probably not
a mass occupation. Rejected double agents instead take jobs with Wall
Street and the City, which explains a lot.

“The City” here means the financial industry in the City of London,
which is enjoyable for being a small district of the city of London.
To keep pond hoppers on their toes, New Yorkers call their whole town
The City, because others are not worth mentioning.
