The Islamic Self-Indicated State and its enemies on the ground are fighting total war, seeking valedictions at any cost. The distant intervening powers, remote controls in hand and having never said hello, are fighting only part of a war, perhaps wa or ar. They think of themselves as gods above, setting a quiet thumb on the scale of fate so that the desperate little people will believe that they have earned their own accomplishments.
