I’m trying to understand journalism-speak. “Nearly on the verge of war” means tensions are a little higher than usual. But “the violence may escalate to civil war” means that civil war has already broken out. The grammar of bureaucratese seems simple by comparison; every “conflict situation” sounds about the same.
