Theories are the important thing. We take rational actions, if any, only on the basis of theories. Facts and situations are at most convenient pictures to illustrate our theories, or, if we’re feeling scientific, to inspire or justify them. It can be difficult to prove a fact true, but the proof of a theory is that you haven’t thought of another you like more.
