Does all intra-European diplomacy run on deadline power, like a school project that relies on threat for motivation, “after this line you drop dead”? Brexit at least seems to. But they’re doing it wrong. It’s a waste to negotiate for months and then throw it away and start over. They key to exploiting deadline power is procrastination. Start the work with 48 hours to go.
