A rampart is a defensive fortification that cannot be taken apart with a ram. By analogy, the police cannot police themselves, leading to calls for stronger civilian oversight. Oversight is defined historically as supervision, from “super” (very big) and “vision” (rubber stamp). Unfortunately for those of you who serve on civilian oversight boards, rubber stamps break down under high pressure. You may have to work for your stipend.
