Military organizations are designed to survive disasters, because that’s what wars are made of. So it’s kind of reasonable, Bush’s idea that the army should be the first responders. It would help cut down on the scandals, too; nobody will complain that the gun-toting maniacs arrived too late, and the Geneva Conventions don’t apply.
