Deciphering the Language

Don’t provoke Russia to do what? To build military installations and move troops near the borders? Already done. To push around its weak neighbors? That agenda is written in stone and can at best be worn down a little. To spend more on the military? That’s unsustainable, it will help Europe win. No, the decision-making elite does not care about other people’s power or misery. It’s “Don’t provoke Russia to seize our investments, like it does those of its own citizens.”

The policy of economic engagement was supposed to entice Russia away from acting the way it’s acting right now.
