So what if bioweapons can collapse civilization at 1% of the cost of nuclear weapons? Who wants to collapse civilization? So you may ask, but I ask right back: Who skipped the reading on deterrence theory? In an enlightened modern society, posturing and even fighting aren’t about taking stuff, they’re about establishing credible deterrence so that the world turns permanently peaceful, just like after WWI. Of course, a novel bioweapon is not credible until you demonstrate it.
