Headlines that ask questions fall into exactly two classes. 1. Those which mean “will X solve/cause problem Y?” and have the answer “no”: Will Ad Blocking Break the Internet?

2. All others, such as Where Is Jimmy Hoffa?, Will War Start In the South China Sea?, and What Are the Roots Of the Decline In Journalism? They have the answer “we don’t know.”
