Security Through Negligence

Hmm, a car without license plates parked in a no-parking zone near Notre Dame with hazard lights flashing and containing gas cylinders in plain view, with Arabic writing inside to ensure followup... and it is not noticed for 2 hours. My conclusion: Attack thwarted! A car trying so hard to be noticed is obviously a diversion, and when it was ignored they had to call off the real attack.

The official suggestion to the press is that it may have been a test run.
