Remember when Obama magnanimously declined to prosecute illegal approvals of torture in the previous administration? That undermined the rule of law and helped normalize impunity for government officials, which made it easier for Trump to capture as much of the government as he has. How about a truth commission that offers amnesty to all who testify fully, and passes its findings on to prosecutors for all who do not? Because Trump is pathologically incapable of testifying fully.
