Finally, a Fruitful Invasion
At last an undeniable need has arisen. After many previous invasions failed
for its lack, Americans must finally learn how to instill democracy into a
lawless society.

American colonists brought local democracy with them from Britain. The
major innovation was extending it to the national level. So Americans did
not have to develop democratic traditions in the same way that an existing
country with a different form of government has to. Maybe that’s why there
is no institutionalized theory of how to instill democracy.
