China knows how to do it. While Americans arrest violators one at a time, China doesn’t worry about most individual dissidents. As individuals, they are harmless. China listens closely for any sign of organization for group action, and censors it in the bud. That might sound antidemocratic, but it fits right in with Western recipes for controlling information through social media.
