EU thinks: Uh oh, we didn’t prepare enough, or account for uncertainties.
EU says: AstraZeneca has underproduced and underdelivered.
EU thinks: We’re drowning! Push somebody else under so we can breathe!
EU says: Europe must get its fair share. It’s a universal human right.

The EU is threatening to block export of vaccines produced in the EU which other countries have already paid for. You can influence people that way, but you can’t win friends.
