When Japan surrendered, the cities had been atom bombed or firestormed and there was no real navy or air force left, the Soviets had already seized northern islands (which are still Russian) and the U.S. was preparing a vast invasion in a few months. But the emperor had to intervene to override the military and surrender—and even then there was a military coup attempt. Iran's current government will not surrender as long as it holds power.
