Trump is erratic but not totally thoughtless. He refuses to rule out "boots on the ground," and for good reason: Surrender is voluntary. Air power cannot force surrender. He could nuke the cities and burn the fields, and the few survivors might still choose to fight on. Only soldiers with rifles can get into the power structure and force surrender.

It's been well-understood since WWII. When Germany surrendered, Soviet soldiers were in the center of Berlin. When Japan surrendered, the cities had been atom bombed or firestormed and there was no real navy or air force left, the Soviets had already seized northern islands (which are still Russian) and the U.S. was preparing a vast invasion in a few months. But the emperor had to intervene to override the military and surrender—and even then there was a military coup attempt. Iran's current government will not surrender as long as it holds power.
