Iran's current government will not surrender as long as it holds power. Meanwhile, the Trump administration has been inconsistent. Should the population rise up now? Should they wait out the air attacks (much safer for them)? Trump says he will have a say in the next leader... somehow. He sounds like he wants to repeat the Venezuela trick and accept somebody from the current power structure who will swear fealty to him. Trump is not totally thoughtless, just mostly.
