In the laissez-faire nineteenth century United States, confidence games grew in size and sophistication until, in the early twentieth century, a big con might employ dozens and earn hundreds of thousands. But the government changed policy then, and shut down the big cons.

That’s a problem with governments. Occasionally they do something helpful.
