The closest parallel to the air intervention in Libya
is the NATO intervention in the former
Yugoslavia—see Whales starting
25 March 1999. Back then I
criticized the operation as strategically ill-conceived, but
it did eventually succeed. The intervention in Libya
is more reasonable because the terrain favors air power and
the position of the rebels on the ground seems to be stronger.
