Clear writing is not an existential priority (eight syllables); in other words, you don’t have to fix it or die (four syllables). We only wish it were. It’s funny, but bureaucratic phraseology indeed accomodates succinctness of a kind, with longer but fewer words. But you want to do the right thing, don’t you? Go for more and short.
