What do we conclude from the Snowden haul? The NSA may be good at communications analysis, but they suck at risk analysis. Any shady op may get blown, and they discounted the risk. What’s the solution? A simple reorg: Pull the department away from the risk-takers in the Department of Defense and push it onto risk-averse beancounters in the General Services Administration. Easy peasy!
