Strangely Difficult

In a newspaper, the headline is worse than the story and the story is worse than reality. In a bureaucracy, the reports of the front-line workers are prettified into good news as they pass up the chain of command. If only there were a way to combine them so that the tendencies canceled out!

In a bureaucratic newspaper you get both. They don’t cancel.
