People want to go home. You’ve noticed, right? Everybody knows that if you let people come and go, mostly they’ll come and then go again. So I can only guess that the real purpose of entry barriers is to stop the wasteful shuffling around and retain valuable workers: People won’t dare go if they might want to come again later.
