Everybody distrusts strangers. The ducks on the pond paddle away when I approach, as unhurriedly as bureaucrats updating the immigration procedures. Yet if I were a real threat, the extra distance would be little protection; ducks understand humanity as little as bureaucrats do. If you must accept no strangers, only friends, then you need more friends.
