Politics is a bad job. Take North Korea: If we do nothing, the Norks will perfect ICBMs for their nuclear bombs, which is unacceptable. If we kill the missile program by military attack, we could trigger a war with incalculable consequences, which is unnacceptable. So we will negotiate, which (given how North Korea acts) will have the same effect as doing nothing, but is acceptable because politics is a bad job and you’re OK if you look busy.
