Proportional representation promotes compromise and fairness, but can lead to political deadlock. A first past the post election system, especially one with an elected president, reduces deadlock but may step on minority interests. People have proposed many compromise structures to seek the best of both. But why not use each when appropriate? Let parliament form a government and choose a prime minister, and if they fail after a fixed time limit, or if they vote for it for another reason, hold a snap election and get a president for one term.
