“Europeans can’t agree on X” at first seems to mean nothing; they fight over what pictures to put on the currency. On second look, it means “X is important.” But keep digging, there is a third layer:

scholar: I study X.
politician: X is part of my influence strategy.
pundit: X sounds good, let’s go with that.
