For twentieth century transparency, require governments to produce public documents on request. For this century, require governments to maintain documents online. Every new, final, non-secret document must be available, and there must be a plan for past documents. There is no better way to get the bureaucracy to stretch out its work and explode the store of government secrets, and then we’ll finally be able to give up our hope for change.
