Silverware is silver, though Americans are happy to say “plastic silverware”. Cutlery is for cutting, though non-Americans may not admit it. Tableware includes dishes. Utensils could be anything. There is no standard international English word for the standard Western eating implements. You know what this means, don’t you? It means we travel too much, so that our food cultures have not diverged enough. We need to reduce flying, so that our eating habits can come to justify our talking habits.

“Flatware” doesn’t work either. It is a difficult term and should be restricted to those who have a technical need for it, like hydraulic press operators.
