In the 1960s hippies took over the World War II V for victory hand sign and repurposed it as a peace sign. The meanings blend naturally into peace through victory. To a hippie it means stuffing the gun barrels with flowers, but to me it is the name of the mythical hero Siegfried who killed a dragon and bathed in its blood. It can be both.
