You are wrong, but then, you could be more wrong. You could be Amnesty
International and believe that defending your cities is illegal.

International law calls for balancing military utility with safety of
civilians. In Amnesty International's Ukraine report, they put the
weight so strongly on civilian safety that, if Ukraine followed their
advice, they would be unable to defend their cities... with the result
that far more civilians would die. Russia bombards residential areas
anyway! Putting your artillery there, where it's safer and more
effective, reduces the risk to civilians! Amnesty International is not
living up to its mission.
Maybe they got too used to following the American drone wars, where it's
reasonable to weight the factors that way.
