Let's see, cost per shootdown... I get around 340,000 cheap balloons to
bankrupt the Air Force. Time to build a factory!

Far fewer than 340,000 would do it. Allowing occasional misses, that
many missiles would exhaust the entire budget, if it were spent on
nothing else.
