In theory, deterrence means scaring your enemies so they don't dare bother you. In practice, it means filling your arsenal, and maybe making the occasional token military strike, calibrated to fall short of a provocation, that you call "re-establishing deterrence". But what is a provocation? Oh, that means looking scary.
