The United States has armed its civil society, if it can be called that, so thoroughly that the stray weapons operated by the unknowing innocent are more dangerous than terrorism. Now we understand what it means to be an American: An American accepts deaths at the hands of the terrible twos not as failed conscientiousness but as successful deterrence.
