To be ahead is to be behind. The first to adapt a new tech, for example, suffers the most when it goes obsolete. It seems that East Asia is full of countries that get it; they see international court judgments successfully and fairly solving enduring disputes in Africa and other places, and they conclude that the way to move forward is to hang back.
